• Lead the complete lifecycle of civil CAPEX projects — from initiation and planning to procurement, execution, handover, and closure.
• Develop and finalize scopes of work, BOQs, budgets, and tender documentation, ensuring clarity and alignment with project objectives.
• Oversee tendering process and conduct technical evaluation of contractor proposals, ensuring compliance with requirements and value-for-money selection.
• Supervise and control on-site works, guaranteeing adherence to approved designs, quality standards, timelines, and HSE regulations.
• Provide subject-matter expertise in civil engineering for modifications, reconstructions, and major repair projects.
• Coordinate with internal stakeholders and external authorities to secure necessary approvals and ensure smooth project delivery.
• Maintain full control of project documentation and reporting, ensuring transparency, traceability, and compliance with company procedures.
• Drive continuous improvement through design optimization, cost efficiency, and sustainable engineering solutions.

Tələblər

• Bachelor’s or Master’s degree in Civil Engineering.
• Professional certification in project management (PMP, Prince2, or equivalent) is highly preferred.
• Demonstrated ability to manage project scope, schedule, budget and quality, with strong practical experience.
• Minimum 5 years of proven experience in managing civil construction or CAPEX projects, preferably in commercial and residential properties, other real estate or large-scale infrastructure.
• Strong expertise in civil works, project planning, BOQ preparation, tendering and site supervision, with solid knowledge of local regulations (AzDTN, FHN) and international standards (ISO, EN, NFPA).
• Proficiency in AutoCAD, MS Project or Primavera and MS Office applications.
• Strong communication, stakeholder management and leadership skills, with the ability to coordinate contractors and multidisciplinary teams.
• Fluency in Azerbaijani and English, Russian language proficiency is an advantage.
